Oh, we agree with the gradual part. When the ground is saturated it leads to mudslides and that's as bad as being flooded. Near us we are usually fortunate that it'll rain a bit, stop and then start again later. The sun often comes out in between so that helps letting the storm drains go too.

Yeah, blankets will help, but they also need hats and gloves and good boots. If people have shelter that's probably not too bad, but those out in the elements and rain/cold, that's tough. It's heartwarming to hear of those with intact homes helping out their neighbors who have homes that aren't safe. It's just gonna take awhile to clean up and rebuild and that'll be hard with rain/snow.
