welcome to the b.c. to his new family. we have a dyh ( she has her own page it is our daughter's bird)amazon in our family that we bought from a woman who could not handle her. first of all do not allow him on top of the cage. this makes him feel to much in control. never let him be above eye level. the motion that he is making with his wings are aggressive to protect himself from advances toward himself because he does not know you. we have a baby amazon named Teddy I will never let him play on top of his cage because it will make him feel the same way even though he is young. If he gets up on top he acts the same way not wanting to step-up ect. good luck, it sounds like he will have a great home with you. ask me anything about amazons, I would love to help in any way I can. here's a vote for him....Teddy and flock..
