My Green Cheek Conure did not fly until he was almost a year old, even though his wings were not clipped. He would hang on to my finger and flap his little wings like crazy, he wanted to fly, but did not have the confidence. I would hold my finger close to the cage, so he could hop onto it, and each day, I moved an inch or so farther away, until he flew about a foot, after that, he begin to fly just a little farther each time. He is a confident flyer now.
