About your questions:
Yes, it is a good idea to take the other two birds out because broody females can get territorial and you don't want to risk Harold or Diana getting hurt.
I use straw for nest material. I used to use white cotton (made especially for birds) but my keets kept losing their eggs in it! So I just use straw...you can find it in the rodent section of most pet stores (don't worry, it's bird safe) You can put the straw in a dish outside the nest hole and let the birds sort the nest material out their selves...they know what to do. ;)
And I get my nesting boxes at Petsmart. They are about 5 dollars each for a parakeet sized one but just make sure they are in good shape. I made the mistake of just "grab n go" and the nest roof almost caved in on the babies!!!
A few tips:
Most budgies will not actually lay or hatch eggs the first time...it took my first pair 4 tries to finally raise babies. So don't give up if it doesn't work the first time, it's progress!
If you want the babies to be tame, get them out about 5-10 minutes a day starting when they are 2 weeks+. Oh, and try not to handle the babies when they are still pinkies, our hands can transfer bacteria to their tiny bodies which can make them sick.
